The 9/11 attack exploitation and Patriot Act mass surveillance which allows the Government As God illegal biohacking and manipulation of Americans and others around the world with the illegal bioweapon were simply not enough to satisfy the Operation PowerGrab cabal – military, intelligence and political operators and leaders. A. BUSH 43 AND THE IRAQ WAR - False WMD Trailer Sighting
Consider a stray bit of intelligence which I (Dennis) witnessed in late 2002 or early 2003. It meant nothing to me at the time. I noticed this unique semi-trailer just a few times on the Interstate 405 freeway which is east of Seattle, Washington. These sightings occurred several times before the March 2003 Iraq War began. This flatbed semi-trailer carried a very unique liquids processing plant which, with the benefit of years of forensic analysis to understand my own unwitting participation in the covert intelligence operations environment, strongly resembled the images captured in the overhead photos supposedly taken above Iraq in 2001 or 2002. Those photos allegedly documented a portable trailer-mounted manufacturing plant for weapons of mass destruction.
That it was seen near the forested foothills of western Washington puts it out of place for a desert environment. But about five hours road travel to the southeast of Seattle would put it in the desert environment of the Hanford Nuclear Reservation. There, an overhead photo could easily be taken and used to blend with similar terrain in an Iraqi military arms storage range with dispersed underground storage bunkers. But there are a few technical and tradecraft problems with that particular form of intelligence fraud.
First, from a weapons of mass destruction (WMD) production perspective - an open uncovered portable WMD plant is an implausible method of manufacturing a chemical weapon in Iraq which is dispersed as a very fine spray. Any dust particle contamination which entered the production system anywhere in the process would plug the nozzles on any spray device used to disperse the liquid chemical WMD. Fine dust contamination issues were ever present in Iraq. In the extremely arid desert environment of Iraq, nylon stockings were used as improvised filters to protect US Army Abrams tank guns and M-16s from destruction by those same extremely fine dust particles after they had destroyed firing accuracy for all types of ground-based weapons early in the Iraq war.
Second, all the pictures and videos which presented the information of overhead photos has disappeared from my online view, so I was unable to match the overhead view with the side views I saw on the freeway. By the time I saw this trailer in 2002-2003, I already had a decade or more of experience translating engineering and architectural plan and section views of both buildings and equipment to and from real world physical environments, so a reliable comparison would be possible with access to those photos. These supposedly authentic overhead photos were widely disseminated as public information at the time – news photos, broadcasts, and a UN Security Council presentation featured this set of overhead photos prominently. This photo evidence disappearance is itself indicative of a cover-up.
Third, this information, when I finally understood its significance, was passed on to the Justice Department. But the version of this 2025 letter to the Attorney General which I posted online was also hacked and the content was modified. First, the intelligence fraud was a criminal act perpetrated on Congress as it passed a resolution to press forward a war on Iraq, and on the UN Security Council as it adopted a similar resolution. Second and third, the disappearance of online information and the hacking of documents are emblematic of the remarkably amateurish intelligence community “tradecraft” which violates the unalienable First Amendment rights to free speech and free press. They are also criminal violations of the Klu Klux Klan Act of 1871 which protect constitutional rights of all Americans. They recur amongst decades of remote physical assaults and homicide attempts documented elsewhere on this website. B. BUSH 43 AND RUSSIA - American Presidents Press On Unilaterally Absent Constitutional Authority
Congress can declare war using its power found in Article I section 8 clause 11 of our Constitution. Presidents are called upon to defend the nation but may not initiate offensive unilateral acts of war and must secure Congressional approval for any action within 60 days of the first US action. And make no mistake about either overt or stealth attacks - under international law, assaults on national leaders are acts of war. World War I was started by the assassination of one leader - Archduke Ferdinand, who was the heir apparent to the Austria-Hungary Emperor in 1914. As a result, troops were mobilized and more than 15 million people, mostly civilians, died in Europe between 1914-1918, including 116,000 American military personnel.
Despite the complete absence of any constitutional authority, much less any reasonably foreseeable benefit to the "safety of the people of America" as our Founders defined national security, the spirit of presidential cowboy-style adventurism in assaults on the national sovereignty of other nations continued in the Bush 43 administration ("Bring It On"). This time the target of offensive acts of war - without constitutional authority from
Congress - was Russian leadership. The weapon of choice– the stealthy and internationally prohibited bioweapon.
President Bush 43 had "looked into Putin’s soul" (paraphrased quote) at their first meetings in Kennebunkport, Maine, the White House, and Crawford, Texas ranch in 2001. His minions then hatched a plan so Bush 43 could add Russian leadership to his list of conquests. No constitutional authority? No matter. It would be done secretly with the illegal bioweapon instead of openly as in World War I. Perhaps it would crush Russian leadership. It was a gamble, but….
Stealth illegal bioweapon assaults on individuals were already well practiced, known to be effective. By 2005, former CIA DS&T illegal bioweapon program manager Burns had already been running them since he had entered the illegal program in 1982. For example, in 1987-88 while Bush 43's Vice President Cheney was part of the cast of characters in an illegal operation, the team - military and intelligence officers, political leaders and aspirants – had used it to demonstrate their commitment to American "family values." Cheney was House Republican Conference Chair at the time. Among the other undercover operators recruited for this operation was the destroyer of the first marriage to Lynne - Judd Gregg (later Governor and Senator from New Hampshire) as secret bioweapon oxytocin (love hormone) boosts were used to help Gregg win his "new love." A few months later, Ted Cruz (these days one of Texas' two US Senators) organized the introduction of Dennis's second wife, Jeanette, in 1988. She had been secretly coerced into the arrangement under threat of military prosecution for her sexual orientation after her faithful military intelligence service as belly dancer bait in the Mideast alongside CIA field officers.
Burns, CIA’s illegal bioweapon program manager from 1982-1996 (intelligence) was the son of an Army General who had served from 1954 as Dennis' father was finishing his Army service to 1988 - as Dennis' first marriage was destroyed and the secretly coerced second one was organized. Together with the other perpetrators, Burns acted with no constitutional authority, and in violation of numerous federal laws. 18 U.S.C. § 175 adopted under Bush 41 provides life in prison as the ultimate penalty for these illegal bioweapon criminal violations.
These secretly perpetrated criminal violations were not recognized as criminal violations by Dennis at the time. They were ignored by Dennis’ principal handlers and traffickers at USSS, who ran Seattle Station for CIA non-official cover (aka espionage), for DIA undercover, and for other legal and illegal intelligence operations. These criminal acts were also ignored by FBI field agents working intelligence and banking in the Seattle Field Office that Dennis openly knew as personal acquaintances and by US Justice Department prosecutors. First wife Lynne's first husband was a senior Sheriff's Department officer, so routine interactions with police powers officials was hardly a new idea in any case.
After that 1987-88 marital frauds rearrangement criminal conspiracy which had masqueraded as a classified intelligence community operation, the Bush 43/Cheney team knew these methods and the illegal bioweapon worked as intended. But their 2005 target was not their fellow Americans, who they could most easily deal with from inside the intelligence community or DOJ, as they had already tried, for example, at Porteau Cove, British Columbia in August 1985. The stakes were far higher – the potential risks far greater - it was the leadership of a nuclear weapons armed adversary - Russia. No authority? No problem. Stealth would take care of that.
To sustain operational security, federal military and police powers agencies used millions of dollars and hundreds of undercover field personnel to indirectly destroy Dennis. What began in 2002 would reduce me (Dennis) to homelessness and one rolling suitcase by December 2005 – out of sight, out of mind, and out of time. That federal police powers campaign illegally human trafficked me from Seattle to Boston. As you may recall, this is the same place where the fight against the feudal acts of an authoritarian king who had stolen the religious rights, legal rights, personal possessions, embargoed the ports, and burned the houses, farms, and businesses of American colonists – had triggered the American Revolution in the 1770s. Bush 43 then sent CIA’s Burns, as State Department Ambassador, to Russia to begin the secret illegal bioweapon assault on Russian leadership in November 2005 - the month before my trafficking to Boston was completed. These internationally prohibited (1972 Bioweapon Treaty) US bioweapon neurowarfare brain hacking attacks on Russian leadership - offensive acts of war – began without the constitutionally mandated Congressional approval required by Article I, Section 8, clause 11.
And just how successful were these stealth attacks at destabilizing our Russian adversary?
By May 2008, these secret internationally prohibited US bioweapon neurowarfare assaults on Russian leadership were completed. While the illegal bioweapon had already been used in homicide attempts (Porteau Cove, BC, Canada in August 1985, for example) and today has substantially more impactful and still internationally prohibited adverse impacts (yes, including on Dennis) - the most visible casualty of that secret bioweapon brain hacking neurowarfare on Russian leadership was on Vladimir Putin’s long marriage to Lyudmila Putina. Oxytocin (the love hormone) and adrenaline (fight or flight/anger/rage hormone) were the likely bioweapon synthetically induced hormones of choice used for this programmed destruction of the Putin relationship, and encourage another then secret relationship, which led to Putin’s eventual divorce in 2014.
Bush 43’s Deadly Epilogue – Credit For the Aftermath Which He Shares With Burns, Later Biden’s CIA Director
So, the Russian government did not fall while CIA’s Ambassador Burns was in Moscow from 2005-2008, it did not fall later either. Instead, this Bush 43/Cheney unconstitutional act of war consolidated distrust of the West in Russia and led to a crackdown on moderates in the country. Luckily, for "the safety of the people of America," Bush 43’s unconstitutional gamble had failed utterly and ridiculously. But Putin, who had come to America to visit Bush 43 in 2001 seeking better relations, as well as the rest of Russian leadership, now had still more, and very personal, reasons, to mistrust the West.
In 2014, Putin invaded Crimea, to take back what Russia considered sovereign territory from Ukraine. Putin decided to rebuild the vasal buffer state arrangement Russia had under the former Soviet Union, depriving those people of their freedom. Putin apparently chose that path rather than going directly to war with the United States for its attacks on Russian leadership. In the low grade Donbas war era from 2014-2022 and again in 2022 with a full-on assault on Ukraine, the “fruits” of the Bush 43/Cheney stealth assault have been displayed. The resultant deaths on both sides of the Russia/Ukraine conflict continue.
Bush 43 left behind the landmines of an even more troubled relationship with Russia and of still more mistrust of the US in the governments of other adversaries. His successors inherited these still more deeply troubled relationships. It was exactly this which our Founders feared, as they expressed in Federalist Paper #4. Constitutional authority of presidents was limited in 1787 to defensive operations (defending the nation during or after an attack). Under Article I Section 8 clause 11, offensive acts of war (initial attacks by our nation) require a declaration only Congress can give. Bush 43 paid no mind to this explicit constitutional limit, which had been imposed by George Washington, our first Commander-In-Chief, and other Founders to limit reckless conduct in unilateral offensive acts of war by ANY single elected government official. Unprovoked attacks on the national leadership of any country are acts of war against that country - and the US would regard them exactly that way.
There are other notable key differences between the aggrieved parties who suffered at the hands of the US intelligence community and the Bush 43/Cheney team:
President Putin has full possession and control of a competing superpower and its full suite of thousands of nuclear weapons accessible on command, as well as its full array of instruments of state, including its financial resources, intelligence and military operations, contacts with irregular resources for sabotage and other secret retaliatory operations.
Dennis and his successive wives, citizens of a supposedly free United States dedicated to individual liberty and democracy rather than Nazi style determinism by authoritarian fiat, lack liberty, justice, and the rights for which our Founders fought and died to displace a feudal King, who burned their houses and stole their property. Most importantly, these same acts have been criminally perpetrated by our government on others, known and yet unknown, for periods of time from a few moments to entire lifetimes, with no valid legal basis.
SOME PERPETRATORS of this series of illegal operations have been rewarded with higher office – Vice President, Senator, Governor, Secretary, Director, see https://banbrainhacks.org/new-corruption-identities for some examples. NONE OF THE AGGRIEVED US CITIZENS have had their “unalienable” constitutional rights protected by Congress, Courts, or the Executive. Rights which supposedly prohibit slavery and involuntary servitude, and protect their “persons, papers, houses, and effects” from arbitrary acts of government. Control of their lives is determined in secret by US government executives such as Burns and Bush 43, acting with impunity and totalitarian authority over on-going illegal human experiments on these American children and adults, through racketeering acts, and systematic violations of our Constitution.

Bush 43 lives quietly in Texas protected by an imaginary but not constitutionally provided form of immunity, and by dedicated government employees, from the consequences, carnage, and risks his reckless unconstitutional acts have wrought. Meanwhile, the “whole of government” strives to maintain our federal government’s façade of good order and constitutional discipline in its police powers operations.
Biden 45, both during his first abbreviated 1988 presidential run and thereafter, likely appeared as Dennis’ fake father-in-law in several secured western Washington locations while continuing to serve as a Senator on Foreign Relations and Judiciary. Secret Service, Army, and CIA also used Biden’s double as Dennis’ fake father-in-law from 1988 to 2004, after CIA’s Burns and others destroyed Dennis first marriage and organized the secretly coerced, programmed second marriage to a persecuted female enlisted Army Intelligence soldier.
Burns returned to CIA as its Director from 2021-2025, rewarded by Biden 45 for his years of intelligence community stealth misconduct and global proliferation of the abuses of the internationally prohibited and criminally illegal bioweapon, but no longer hiding behind the tattered State Department diplomatic cover he had used for many years. Burns, the son of an Army Brigadier General, chose the CIA intelligence track instead of the military track. He operated as a privileged subjugator and perpetrator of Dennis and others in criminally illegal and internationally prohibited acts of government. As Bush’s Ambassador to Russia from 2005, he departed Moscow in May 2008. Burns was then promoted to Undersecretary of State for Political Affairs from 2008-2011, then Deputy Secretary of State from 2011-2014. He had global discretionary authority, responsibility, and access, and the illegal bioweapon, usable against any person in further internationally prohibited deployments(1972 Bioweapon Treaty) by the United States. Other international deployments of the internationally prohibited bioweapon while he was in those roles, and in prior roles related to the Near East (Middle East) from 1996-2005 are not yet publicly known.
C. False US WMD Reports Trigger “Shock And Awe” In Iraq
Bush administration reports of WMD in Iraq were widely refuted by international weapons inspectors and no allied intelligence service had reached a similar conclusion. The Bush 43 administration pressed forward nonetheless to secure Congressional approval and a UN Security Council resolution.
