This is a complicated but understandable subject. The content - a sprawling pattern of federal corruption which crosses decades of modern American history into the present day - is manageable for the average person. The intelligence community methods partially exposed here are for the purpose of helping readers understand how this world unto itself operates in plain sight while remaining largely out of sight. The hypocrisy and misdirection which the federal government sustains as it has fraudulently concealed this illegal program from its victims and the American People are the oft-experienced products of a system which rewards the lies and half-truths of politics over the transparency and accountability which the Founders sought in building our democracy to replace an autocracy. Both the technologies and the secrecy are abused very aggressively by some with federal police powers. They are intent on using American taxpayers' funds to evade detection and to perpetuate their privilege to get away with felonies anyone else would be imprisoned for - violations of constitutional rights, of criminal law 18 U.S.C. section 175 banning bioweapons as passed by Congress and signed by President Bush 41 in 1990, and of the 1972 "never to possess" international prohibition in the Biological Weapons Convention, which the U.S. Senate ratified and President Nixon signed.

1. Introduction – The first five webpages provide an overview of the breathtaking scope and long duration of our federal government’s military/intelligence illegal mind control program. It began in the 1950s with a total failure, CIA/Army's MKUltra. The total failure of limited, earlier experiments, and ethical concerns, were raised by cleared insiders as early as 1953 - but the Army dissenter who raised the topic with the CIA program manager was murdered. It took another 22 years before his murder was acknowledged by the President and CIA Director. In the meantime, the illegal 100 million dose LSD program of secret druggings was imposed on the American People for another 20 years.
Around the same time, CIA and Army developed the crude beginnings of a pulsed energy weapon which disrupted equilibrium in the inner ear, causing the victim to fall. That crude ground-based weapon has evolved through biomedical research and technological disruption to become a global constellation of space-based illegal bioweapons more than 70 years later.
