AN ALTERNATIVE VIEW OF THE US GOVERNMENT AND OF OUR ADVERSARIES – Real And Contrived
This fact set casts profound doubt on key elements of the sanitized unclassified public version of 9/11 events described by our federal government. Along the way over many decades, taxpayer-funded programs have been coercively co-opted by corrupt self-interested acts among some leaders in our government, by politicians and police powers posing as our friends and protectors, and as friends of liberty and freedom for us all.

The Origins Of An Opportunistic Power Grab
Over the many decades from the end of World War II in 1945, Congress has steadily increased funding for military and intelligence technology investments; for neuroscience research to understand how the brain works; and to develop and embed massive fiber optic communications pipelines throughout America using cover companies to do this work, then bankrupting them to destroy the records, a very old trick used for decades. As those public and private sector projects progressed, Congress funded the illegal bioweapon and bioweapon delivery system which can now secretly mass manipulate human beings from space. Taken together, these massive investments by Congress had, by the late 1990s, achieved a long-held 1950s military/intelligence community driven CIA objective – mind control - see 1 Mind Control in the Bibliography downloads on https://banbrainhacks.org/9%2F11-prelude-details-1 - but on a massive scale, not just the individual scale they originally envisioned. All of these infrastructure investments just happened to be in place and operational in the years immediately before the 9/11 attack.
In 2001, the 9/11 attack triggered a strong emotional response from Americans which was used by most in our Congress who voted to pass the pre-packaged legal response, the so-called Patriot Act. Congress then granted mass internal national surveillance authority to government to counter this external threat under President Bush 43, just six weeks after the 9/11 attack. These new mass surveillance powers granted by our government to itself have been abused to leverage the massive nation-scale complex infrastructure of installed communications and technological devices, and the space-based illegal bioweapon which can simultaneously track, trace, and biohack a massive number of individuals around the world. This invasion of rights and privacy is aimed directly at individual Americans in our homeland, not at stopping outside attackers with preventative measures.

Getting Congress to act swiftly on anything in modern times? It only happens after an attack –
1941 - US Government Reacts To The Imperial Navy of the Empire of Japan's Attack on Pearl Harbor
Pearl Harbor, that was the Japanese Navy from the air as hundreds of planes sank US battleships and destroyed airplanes. 2,403 were killed on December 7, 1941.
The US acted swiftly on December 8, 1941 at 12:30 pm when the United States Congress, with its exclusive Article I Section 8 war power, declared war on Japan, with just 30 words:
“Pub. L. 77-328 JOINT RESOLUTION Declaring that a state of war exists between the Imperial Government of Japan and the Government and the people of the United States and making provisions to prosecute the same”
This was our nation's 1941 response to the Empire of Japan and its millions of conscripted soldiers, thousands of airplanes, hundreds of ships, and the economic strength of its Empire to back up its territorial ambitions on the North American continent – with an invasion of Alaskan islands as the beachhead. 2001 - US Government Reacts To Nineteen Irregular Hijackers Attacks On New York And DC
9/11, that was nineteen irregulars who took over four civilian aircraft with box cutters. Like Pearl Harbor, it was a terrible day, no doubt. 2,977 were killed on September 11, 2001.
The United States Congress acted in six weeks, on October 26, 2001, with its exclusive war powers, to adopt not thirty words focused on this irregular foreign force, but tens of thousands of words which focused internally on American citizens with a pre-packaged 342 page power grab:
“Pub. L. 77-328 enacted by the Senate and House of Representatives of the United States of America in Congress assembled” passed the 150 section so-called Patriot Act which enabled mass surveillance, tracking, and tracing of Americans in their homes and businesses.
This was our nation's 2001 response to a small, irregular foreign force which came from lawless, ungoverned territory. So, what was the rational response to nineteen irregular forces from ungoverned territory mounting an improvised attack? And to their prior attacks on US embassies in Africa and US armed forces in the Middle East? The rational response in that particular moment doesn't matter much today, of course. But what we got instead does matter today as it turns out.
The argument in the days after 9/11 went like this: “Constitutional rights? The 9/11 attack was a key catalyst in this long term plot which had been secretly introduced to an unwitting me in 1988, during an apparently completely unrelated discussion about IBM 3270 mainframe computer dumb terminal emulation software. What??? Bear with this diversion into minutiae for a few moments, as it is classic misdirection common in intelligence operations – you’ll see this again later.
B. BY ABUSING CLASSIC MISDIRECTIONS - Diversions Which Are Central To This Plot
Misdirection #1: A Fake Cover Company – I was pushed out of Deloitte Seattle in 1986 by a mutually contradictory set of personal career objectives set by my boss Mike Henderson. I joined LazerSoft, a technology startup, in August 1986. Its CEO was Roger Stone. I had already known him in his cover as David Moller, the Deloitte Project Manager for installation of ATMs throughout the South Africa banking system during apartheid in the early to mid-1980s. Roger was instrumental in this next apartheid style racket too, as the early days of this technology-based federal government power grab played out at LazerSoft in the late 1980s. This time the apartheid philosophy was focused on Americans in America, regardless of our race, creed, color, religion, and marital status. The goal was to grab whatever these powermongers wanted, nothing less.
Roger's early 1987 LazerSoft “firing” was engineered by other employees including Tim, Warren, and Kent. They were my peers at LazerSoft – actually a CIA Deputy Director and his double in technology development; an Army Colonel in Sales; and a Secret Service minder in Operations. Local OB/GYN J. Patrick Heffron was actually William J. Burns, CIA’s Directorate of Science & Technology (DS&T) program manager. Burns handled the laundering of the funding for this cover company, part of the illegal CIA/Army bioweapon program, as a key “Board of Directors” member. I was placed in charge of LazerSoft after the Board had “pushed out“ CEO "Dave Moller," CIA contract case officer and sometime Republican operative Roger Stone.
I ran LazerSoft from early 1987 into 1989 on a tiny shoestring budget. The company could not afford to hire more software development personnel needed to complete our second critical installation. This IBM 3270 terminal emulation software was an essential milestone to complete our second installation. We would probably be able to secure the venture capital we needed to expand the company once we had proven our system worked in a second customer site. With very limited funds, we turned to a joint venture so we could finish the laser optic archival mass storage project at this crucial customer, Puget Sound Power and Light, a regional electric utility headquartered in Bellevue, Washington. Technology Management Group (TMG) was recommended because they already did IBM mainframe computer software work for this customer.
I had already spoken to TMG’s “Leonard Landon,” but LazerSoft needed “Ralph, the Chairman of TMG” to agree that TMG would write the 3270 mainframe "dumb terminal" emulation software we desperately needed to finish the project. So, I went to their office in Bellevue for a meeting. Leonard and I joined Ralph in his office. He agreed, and I left relieved that we could finish the project, get paid, and continue our work with customers and my search for more investors, perhaps attracting some venture capital. We did later get a venture capital offer, a term sheet – that’s another story for another time. The important thing is what the dumb terminal Dennis (me) did not then realize as I left that meeting. During that 1988 meeting, I was actually sitting across from Dick Cheney, then Chairman – of the US House Republican Conference. His principal partner at “TMG” was Leonard Leo, a political activist, cover name "Leonard Landon."
As the human form of a dumb terminal in this situation, with absolutely no clue who these people actually were or about the illegal program going on which had already involved me with all these other government insiders for years, I received and displayed the information (told my team the good news) that TMG would write the software we needed to deliver our second customer. That’s a very big deal to a tiny, underfinanced company. Ask Bill Gates about the first meeting he hosted with Paul Allen at Microsoft headquarters, an office suite on one floor of a Bellevue office building, with IBM to discuss the first IBM PC and their need for a new personal computer operating system - which Microsoft called DOS. Their sales grew to $245 billion in 2024 after that fateful meeting with IBM. CIA's cover company LazerSoft was sold in 1989, then again later, and disappeared into a bankruptcy, just like DOD cover companies HomeGrocer and WebVan would in 2001, after Generals Austin and Mattis signed off on the space-based illegal bioweapon platform as the bigger plans discussed below came to fruition.
It's clear now that "Ralph” and his crew at TMG obviously had bigger power plans than the dupe Dennis (me) realized in that Spring 1988 software development joint venture meeting. That’s where the 9/11 attack in 2001 would fit in years after that 1988 meeting. Once those other tools were in place - federal courts emasculated from protecting people from terror and torture programs, mass surveillance capabilities, and bioweapon mass manipulation - the political leverage of a surprise attack was needed to get past an “unalienable rights” debate in Congress. The shock of the 9/11 attack on US territory was used to open America to mass surveillance and manipulation – taking this power grab well beyond the targeted individual deaths, church hijackings, false marriages, and business sabotage and wreckings which some of us had already experienced since the 1960s, into the much grander power grab they had envisioned when they met with unwitting me in 1988.
Misdirection #2: Those Faked Staff And Board Identities - In high priority secret US government projects like the illegal bioweapon (prohibited by 1972 Bioweapon Treaty), the actual identities disclosed here are carefully concealed to maintain secrecy and, at times like in this illegal program, to evade eventual accountability for illegal actions. High ranking officials are commonly doubled so they can visit projects and check on progress without revealing their true identities and actual attachment to US government agencies during secret government projects which are carried on in plain sight. My peer group included several such people - Tim. Warren, and Kent among them.
Tim was Robert Gates, Deputy Director at CIA, who nominally ran the software development team, but was actually doubled (cover Tim) most days at LazerSoft. A CIA Deputy Director has more to do than look in on this one high priority DS&T illegal human experiment bioweapon development and deployment project. Gates left this visible role for a “new job” a few months before I met with TMG. He had been in the US Air Force, joined CIA and served in other “national security” roles through 1993, then rejoined government in 2006-2011 as Secretary of Defense late in Bush 43 into the early years of Obama 44.
Warren was Lt. Colonel Warren Wilkens, active duty US Army Intelligence (cover attached to the Washington National Guard). Wilkens was key to the marital destruction and reassignment which occurred during this 1986-1989 period at LazerSoft. Wilkens bears a strong resemblance to David Petraeus, later a four star Army general officer before he became CIA Director on September 6, 2011, a few hours after Audrey Brewer, my cousin’s daughter and granddaughter of another Army veteran, my uncle, was killed in a rural agriculture and wine region town in southeast Washington state (Complaint paragraphs 803, 805).
Kent was R. Kent Tarpley, a proud Scot who frequently quoted their famous poet Robert Burns. His undercover government connection was most likely US Secret Service. He was in constant attendance, posing as LazerSoft VP- Operations, in the Lab area at the top of the stairs near our second floor offices. LazerSoft’s software developers, computers, optical disk drives, and other hardware required for testing, and test devices were located in the Lab. You had to pass by the Lab area to gain access to the company offices where a primary bioweapon test subject – that was me - was located. The government wanted to know every contact to be certain that a lethality event or any other illegal experimental operation was solely the result of their own initiatives.
William J. “Bill” Burns (cover Dr. J. Patrick Heffron, OB/GYN) was assigned as field project manager for the CIA’s part of the illegal bioweapon development. His cover consisted of a home in Kirkland - across the street from the house used by the woman who became my second wife Jeanette (see the Yarbrough clan below), and an obstetrics practice at Evergreen Hospital a couple of miles away. He provided the LazerSoft project financing – and carefully timed financial duress – using a series of supposed private investors as the cover for channeling funds from government appropriations through bogus accounts. He was later CIA poser as a State Department FSO Ambassador to Jordan under Bush 43 and CIA Director under Biden 46.
Anthony Fauci was not visibly noted during this 1986-1989 period in any particular visible cover role, though at times he appeared in various visible covers from the 1970s (including as Larry Cook at CNA from 1996-2002 during the domestic and international illegal bioweapon space-based tracking, tracing, biohacking tests). He served in the US Public Health Service and as Director of the National Institute for Allergy and Infectious Diseases and was a principal or the chief interacting medical professional over the life of the illegal project beginning with Johnson 35 through Biden 46 and his 2022 retirement.

Misdirection #3: Another Shot At Lethality Had Failed, So Stability Had To Be Destroyed Again - This entire sequence involving Gates, Cheney, Leo, Burns, Fauci, and the others, transpired beginning in August 1986, about one year after the Summer 1985 Porteau Cove, British Columbia, Canada, sea cliffs double homicide attempt with first wife Lynne by my side had failed. Melatonin (sleep hormone) was triggered using the cell phone equipment box in the trunk of my car. I abruptly became extremely sleepy in early afternoon immediately adjacent to those sea cliffs with no guard rail, but pulled over to avoid plunging into sleep while driving (Complaint paragraph 694 at https://banbrainhacks.org/attempted-homicides ) This next time it was our marriage, home, and family connections which CIA and Army lethally extinguished with some politically connected "family values" help.
By 1987, Lynne had been deliberately swept into the arms of Robert Swain, this same cell phone equipment box installation company’s “owner.” The CIA Army team had engineered their "undying love" using carefully dosed and delivered oxytocin (love hormone) with Swain, a serial marriage adulterer, on "his" sailboat, which had been purchased with the proceeds of the installation shop’s sale to US West New Vector Group. My second wife Jeanette was introduced in early 1988 by Stephen Waters (cover software contractor), assisting Army Lt. Col. Warren Wilkins. The US government also assembled Jeanette’s fake family – the Yarbrough clan. It was comprised of a Biden double who became my father-in-law in the 1990 marriage (this cover would have enabled the Senator and 1988
presidential candidate to look in on the project whenever he wished until 2005). It included DOJ/FBI’s Ari Melber, now MSNBC anchor (cover Wes Lewis, later cover husband to Theresa Yarbrough), and his spouse Lisa Rubin (cover Michelle Yarbrough, now MSNBC news analyst), who was posing as another agent’s wife, among others. These Three Misdirections Set The Scene For Operation PowerGrab: The US government and political types doubtless had some more exotic and misleading name for this illegal operation – but I’m a key victim, not cleared to access classified information, so I have no idea what that exotic name might be. Operation PowerGrab - was this grandiose megalomania? Yes, obviously. Our Constitution defines a limited role for government in a country run by its citizens, not by an elite class of courtiers, military general officers, and a single monarchical individual. When our Constitution was drafted in Summer 1787 under the watchful eyes of George Washington, our Founders had just gotten rid of a King with his leadership of our Continental Army. They did not want another King. An Extended Sequence Of Carefully Planned Elements Unfolded Over Two Decades
In 1981, President Reagan famously quipped: “The right hand does not know what the far right hand is doing.” Many of us chuckled at Reagan’s comment at the time – but this plot is what he was almost certainly referring to. And Congress, a succession of Presidents, and our federal courts have since attempted to impose this reality on us despite our "unalienable" constitutional rights to redress of grievances, family and property, due process, and a ban on all forms of cruel and unusual punishment in the Bill of Rights First, Fourth, Fifth, and Eighth Amendments.

By 2000 and the turn of the century, nearly all the legal and nation-scale technological infrastructure of this complex power grab had been quietly passed into law piece by piece and implemented across America. The final technological elements had been implemented by Americans’ own hands and our own funds. With the expansion of massive two-way fiber optic communications loops, and the World Wide Web leveraging DOD's DARPA-funded internet completed, we Americans gave the federal government direct secret access through the devices in our homes and our ubiquitous use of cell phones.
So, this would enable mass surveillance and space-based tracking and tracing of individual Americans and other nationals for targeted Government As God biohack manipulations and coercion with relative ease. Whether secret FISA warrants are used for searches or the federal government simply breaks our laws does not matter much. Which Bring Up Still More Reasons For Concern About Means, Motive, And Opportunity
How detailed was the advance knowledge inside our government of this "surprise" 9/11 attack? The Presidential Daily Brief distributed to hundreds of people inside government every day was warning of an imminent attack for months before 9/11. Usama bin Ladin (UBL) was almost immediately identified as the source, Khalid Shiekh Mohammed (KSM) as its architect. DOD had already attacked their camp and missed UBL and his key aides after fair warning was given to others with known connections to them, as described below quoting from the 9/11 Commission Report.
Another planes terror operation planned by KSM between Kuwala Lumpur, Malaysia and Bangkok, Thailand was cancelled in 1999. Bangkok was the same place where American sex trafficking testing was already underway at the time, and where the in-house MAGI project manager (FBI undercover) on the MAGI project I managed, would return in 2000 Those events are described in the sequence shown at the timetable at the bottom of this page.

And consider one more stray bit of intelligence which I witnessed but met nothing to me at the time. I witnessed a false WMD trailer on the 405 freeway in eastern King County, Washington before the Iraq War began. It strongly resembled the images captured in the overhead photos taken above Iraq to document the supposed portable trailer-mounted manufacturing plant for weapons of mass destruction. An open uncovered portable WMD plant is an implausible method of manufacturing a chemical weapon which is dispersed as a very fine spray as dust contamination would plug the nozzles on any spray device. In the desert environment of Iraq, nylon stockings were used as improvised filters to protect US Army Abrams tank guns and M-16s from destruction by those extremely fine dust particles, as they had already destroyed accuracy during firing early in the war. Was Iraq also used as another war, a second front of distraction, to further justify and entrench a quiet power grab inside America? Unalienable individual rights have been trashed by an illegal bioweapon which manipulates minds, attitudes, and behaviors, and a pattern of racketeering acts by America’s police powers, some witting, others unknowing and simply trying to do their job to protect the safety of the American People. But this modern power grab uses the illegal bioweapon and racketeering acts perfected in malign intelligence operations around the world.
This malign combination deployed by our federal government across America has driven the loss of life, has destroyed marriages and families, has been used to secretly sabotage and seize or destroy property, businesses and financial assets, been employed to create circumstances and behaviors which defame and destroy the reputations of targeted people – both famous and anonymous, and liberty itself has been reduced to government manipulations by untraceable, undetectable means of the free will, decisions, and actions of any victim it chooses to target. Together, these facts have given us extreme social dysfunction, violence, mayhem, and the world's highest incarceration rate among major countries.
We do not yet even understand the scope and scale of these malign events over the past 60 plus years. But they are almost certainly far greater in magnitude than the combined effects of 100 million doses of CIA/Army LSD over 20 years and 15 years of DOJ/FBI Cointelpro criminality, both of which occurred from the 1950s until the early 1970s. The illegal bioweapon and racketeering acts I continue to personally experience in this parallel program have occurred since the early 1960s in all the myriad forms described across this site and in the legal complaint.
In summary, the illegal bioweapon moved from a primitive ground-based system secretly operated by one person on another into space in the early 1990s. Remotely operated, this illegal space-based system is available for broad use against populations. Since the early 1990s it has been secretly overhead the US, and was deployed across the world by the late 1990s, where it could play a role in individual targeting to enable the 911 attack. That’s our real national emergency. Both Congress and the Executive branch under the President play key roles in funding and operating this illegal bioweapon system within federal police powers operations, while our corrupted federal courts protect this illegal “state secret" illegal bioweapon program. Keep in mind that changing laws alone will not make this happen. The solution is more fundamental than simply writing or repealing some laws – which are then ignored by the federal government again just as they have been in the past. Truly independent oversight of all executive branch police powers is required. (1) Ten percent of all police powers budgets must be devoted to truly independent inspection, investigation, and prosecution processes focused directly on these criminal and legal compliance problems. These processes must be conducted outside these departments by an independent operation, much as NTSB is used to investigate plane crashes which may involve errors of judgement and law inside FAA or other government agencies in the executive branch. (2) Federal judges must be chosen who are truly independent of the DOJ, which has a long-running history of internal scandals across its police powers operations and of concealing illegal acts which occur in the so-called national security space. If we don’t take these fundamental steps to reform, these very basic compliance with law problems which have persisted inside our federal government police powers for decades will never be fixed and will not remain fixed.
A Note Of Caution – “Need To Know” And Federal Public Corruption
It is important to understand that personnel working in intelligence, military, and some police powers environments are required at times to undertake acts and operations without understanding the full scope or intent of the senior managers and officers tasking them with a piece of an overall operation. Since these operations are siloed to maintain security, they may also be unaware of other parallel operations being conducted which complement or even contradict or compromise the work they are doing.
Where information is tightly controlled by extreme security, operations which conceal nefarious plots and programs can be hatched, and programs can be hijacked, by senior government and political officials for purposes which are outside their constitutional and legal authority. These overall plots and programs can be broken into seemingly innocent siloed activities and implemented by field personnel who are themselves acting legally, even as the practical effect of the total operation is to accomplish an illegal plot or political goal not permitted by our Constitution and laws.
Political and senior government official complicity and/or conspiracy in the nefarious construction and siloing of the sequence of events leading to 9-1-1, and the immediate power grab after the attack, are as easily contrived for that purpose as for any other purpose. There are clearly illegal operations documented in this overall sequence leading to and into the 2001-2009 period under Bush 43, including the secret use of the illegal bioweapon and the manufacture of fraudulent intelligence information. There are many other examples of these malign and illegal plots, programs, and acts in Congressional investigations of other government corruption, and in the federal complaint and contents on this website. Senior leaders need to be held accountable under law for any significant illegalities just like all other citizens.
As your review the timeline below, keep in mind some common tools of intelligence tradecraft (CIA, for example) and of certain sophisticated police powers operations (FBI, for example). They are used legally, and illegally, to create both beneficial, and malign, outcomes: (a) Duplicity is the quality or state of being double or twofold, or the deceptive use of words or actions to hide one's true intentions. A cover company is a form of duplicity, a deceptive use of a supposedly private enterprise to conceal another purpose. (b) Misdirection is the act or process of directing someone toward the wrong place, wrong conclusion, or deliberately providing a wrong impression about actual motives or goals. Using a grocery home delivery service to mark people for an illegal field test is an example of misdirection. (c) Complicity means knowing about, and acting or failing to act, with regard to some plot or activity without making an explicit agreement with another person or organization. A deliberate failure to share information about known plans, events, or changes in a situation which can result in an adverse event occurring which otherwise may have been prevented, is a form of complicity with a perpetrator even when that perpetrator is unaware of the complicit party. Not timely forwarding information which could lead to preventing a tragedy can be a form of complicity. (d) Tradecraft rhymes are signatures placed by insiders, whether individual people or organizations, intended to provide tantalizing clues or riddles which may be apparent to insiders and become apparent to outsiders after the event or plot has unfolded. That’s the nature of this tightly concealed mil/intel secret "national security" operations world.
Then there’s our Constitution which is supposed to bind our government to very particular limits:
“The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated,….” Our Fourth Amendment constitutional right is an absolute mandate placed upon our government. This timeline tells the story of dark events which have systematically violated that constitutional mandate. It is those carefully concealed dark events which preceded, aided, and abetted the 9-1-1 attack, and the attempted power grab which ran before and since against the individual rights and freedoms for which our Founders fought and died “to secure the blessings of liberty to ourselves and our posterity” – for all of us.
I know what it’s like when those blessings of liberty disappear. Losing an 11 year old sister to a government deliberately induced medical homicide; having your property and families secretly taken away from you by abuse of statutes and of hijacked human biochemistry; being wrongfully imprisoned with no due process for months on end in a psychiatric hospital; having your toenail ripped out; being biohacked into a painful somersault fall in pitch darkness on granite steps; being subjected to endless painful biohacks; having words put in your mouth; and being in a loose cage of human trafficking police powers operators and DOJ US Attorneys from age 5 on. Those are but a few of the results of an American government power grab run against just one extended American family. The Bill of Rights? It's functionally abolished at present. I wish these realities of America on no one – but they are part of our government’s legacy and its current reality.
