Our Constitution assigns the power to authorize the conduct of offensive operations against other nations to Congress in Article I Section 8, Clause 11 "declare war." The founders generally agreed this meant the President could act without specific authorization for an operation if the operation was defensive, limited in scope and purpose, and some relevant Congressional authorization had been given.
Unilateral Meddling Led To 9/11 Attack On US Homeland And To Existential Threats
Unilateral executive branch offensive military and intelligence paramilitary operations against foreign targets such as national leadership and military targets which violate the national sovereignty of other nations have been undertaken without full Congressional authorization in the past. Unilateral offensive operations MUST be authorized by Congress under our Constitution, Article I, Section 8, clause 11 "declare war." The practical effect of many undeclared US operations against others on America's own national security has been repeated retaliations resulting in the loss of American lives, primarily US military personnel – and existential threats to Americans at home resulting from direct and indirect retaliations.
In the Middle East, as the British Empire collapsed after World War II, direct national control of oil reserves and refineries by the UK was replaced by British MI-5 and CIA meddling and plots in Iran, Saudi Arabia, and in the national sovereignty of other nation-states in the region. This continued western meddling from the 1950s onward to control national resources which belonged to these nations, and to install leaders who favored western economic interests over their own national interests, did not go unnoticed by governments and dissidents in the region.
Those decades of US meddling and plots led to civilian casualties in the US through intentional or unintentional indirect retaliation. The 1993 NYC World Trade Center (WTC) Blind Sheik Bombing, and the 9/11 Bin Laden WTC, Pentagon, Shanksville Attack in 2001, were both indirect retaliatory attacks. There were no direct nation-state level fingerprints from nation-states in the region left from those attacks, but the detrimental effects on the US were the same, and those acts were cheered by supporters in the region.
Indirect nation-state retaliations, by conventionally armed nations who do not wish to expose their homeland to direct military attacks by a major power, have been undertaken by dissidents who themselves want western influence out of the region for various purposes. Indirect retaliations have been and can be facilitated, for example, by omissions in record-keeping or disclosures which can be explained away as bureaucratic errors, whether they are actually done in error or are deliberate omissions to facilitate entry of personnel or materiel useful in terror attacks. For example, the 9/11 aircraft hijacking teams entered the US using routinely granted US education visas.
How Do We Know This? A Clearer Explanation
The 9/11 Commission report provided the official sanitized US government version of events. But there was more to it than that – which I did not realize until I undertook a forensic analysis of my own direct experience in the illegal bioweapon program dating back to the 1960s.
While an unwitting involuntary servant of the illegal bioweapon program, I attended graduate school in 1978-79 with CIA agents, and with foreign nationals who were CIA assets from the Middle East and elsewhere. After graduation, I was unwittingly employed in the 1980s by one of the cover company operations from which some of those CIA operations which meddled in Mideast nations' sovereignty were launched.
Among those projects was the Saudia Airlines information systems espionage project which originated in the Seattle cover company office I unwittingly worked in. This 1980s Saudia Airlines project likely infiltrated a deep cover Mossad operative who I’d met in graduate school during his lengthy US residency legend building period, and who also reported to me, was a friend and sometime business partner, while we both worked in that Seattle cover company office. That Saudia Airlines espionage project facilitated Mossad’s tracking of people they targeted in the Middle East. There’s more.
In 1987/88, my marriage to a police commander’s former wife was destroyed, after an indirect CIA remote cell phone activated double homicide attempt against the two of us using an intense overdose of melatonin (sleep hormone) while I was driving by sea-cliffs in Summer 1985, failed at Porteau Cove, British Columbia. In 1988 CIA (William Burns, now CIA Director, then operating as CIA field program manager of this specific bioweapon program) and Army Intelligence (Colonel Wilkins, likely attached at Fort Lewis and nominally positioned in Washington Army National Guard) orchestrated my introduction through an embedded co-worker to the woman I married in 1990.
She had likely previously been involved in "honey trap and luring" operations in the Middle East, sometime in the late 1970s into the early 1980s. Those operations were almost certainly run by the same CIA agent who later ran me in the early 1990s in a cross-border enterprise destruction operation – an international associated-in-fact enterprise racketeering operation perpetrated by CIA, FBI, with the Canadian CSIS and British MI-5 intelligence services in Washington state, California, Vancouver, British Columbia, and London, England.
As my secretly coerced newly assigned wife’s reward for her courageous loyal service in the Middle East -infiltrating personal spaces among royals in the region, while she operated undercover in US Army Intelligence and worked with that CIA agent on behalf of “US interests,” she had been coerced and threatened with military prosecution for her bisexuality during the “don’t ask don’t tell” era, into a sham forced 17 year relationship and marriage to me. This resulted in years of deferred secret military prosecution threats for her.We both shared misery and at least four forced prolonged separations, economic privations, and forced loss of property in the “land of the free.” We were two involuntary servants of the United States government as it violated our Third, Fourth, Fifth and Thirteenth Amendment “unalienable rights” while FBI, CIA, Army, and Secret Service ran repeated entrapments, forced labor, human trafficking, enterprise wrecking, and other associated-in-fact racketeering operations against us.
Where Has This Secret US Government Conduct Taken Americans As A Nation?
Our own US secret undeclared unilateral interventions in the sovereignty of other nation-states using CIA and/or military assets, including using the internationally prohibited bioweapon in direct attacks on civilian and military leadership targets, has escalated this risk from a terror attack to an existential nuclear threat in recent times. Unauthorized unilateral US offensive operations undertaken against at least one nuclear armed regional power, and one geostrategic nuclear rival nation, present unprecedented and internationally legitimate options for those nations to engage in retaliatory nuclear strikes on American soil, authorized forms of retaliation under international law. So, the secret unilateral action of a President without authorization has and could again expose the U.S. homeland to attack.
This time the casualties could be in the millions, done in retaliation for a secret unilateral act of a President acting without the required constitutional authorization of Congress. We came closer to a self-inflicted provocation of a major conflict which directly threated Americans at home in recent years than most people understand. We have legitimate national security interests but engage in direct secret offensive unilateral acts of war against nuclear armed adversaries and others at our grave peril. With our Constitutional separation of powers, the Founders deliberately abolished the feudal unitary executive concept of ANY SINGLE INDIVIDUAL deciding the fate of our nation. Unauthorized unilateral acts of war conducted in secret pose an existential threat to the American People, The Founder's drafted, debated, and ratified our Constitution to clearly vest the war power- the Article I Section 8 clause 11 power to declare war, and engage in unilateral offensive acts of war against other nations - in the collective hands of the whole of Congress, the House and Senate, elected by the People, NOT in the hands of ANY single person or office.
