Serving and past members of our modern American Congress - House and Senate from both political parties - have collaborated in the development of the illegal bioweapon - both its funding and its on-going development and abusive deployment against Americans and others. The most visible public Congressional endorsements of this illegal bioweapom development, test, and deployment process come from recent Congressional waivers and votes to confirm two consecutive Secretaries of Defense and a CIA Director, and from its own leadership choices.
Privileges Awarded By Congress To Key Illegal Bioweapon Proliferators
These three individuals were directly involved in the en masse proliferation of the illegal bioweapon as, and soon after, the constellation of satellites carrying the illegal bioweapon were deployed across the globe. In 2017, both the House and Senate voted to waive the seven year waiting period for military officers to become Secretary of Defense for Trump nominee Marine General Jim Mattis. Since all the military services commands report directly to the Secretary of Defense, the seven year waiting period is intended to ensure the commands are always under direct civilian control and avoid a military power grab. Congress granted the waiver again in 2021 for Biden nominee Army General Lloyd Austin.
These extraordinary Congressional judgements rewarded the two key military proliferators of the illegal bioweapon. While they posed in civilian covers as Project Managers at CNA Industrial Engineering in the late 1990s, they were directly responsible for managing illegal bioweapon field abuses of US civilian customers of WebVan/HomeGrocer and, later, Thomas Kinkade's art reproduction company, Media Arts Group, Inc. (MAGI). The only prior recipient of this extraordinary Congressional military seven year waiting period waiver was the unsung hero of World War II, George Marshall. As Army Chief of Staff General Marshall managed the enormous US and Allied efforts to defeat two highly militarized fascist empires simultaneously - the Empire of Japan and Nazi Germany. This effort was the only way to free the world from fascist control and arbitrary asset seizures and genocides directed at groups and populations, making it safe for ordinary people seeking democracy and freedom.
Compare General Marshall's record to these two - who abused the state secret privilege and used stealth and the internationally prohibited bioweapon to abuse targeted individuals and populations in America and around the world, followed by duty as theater commanders of regional wars. A distinct difference, and quite the statement of their own values by members of Congress - special treatment of key military proliferators of illegal bioweapon assaults on US civilians - wild government overreach conducted in secret. And quite a contrast between the 115th (2017-2018) and 117th (2021-2023) Congresses and our Founder's values expressed by the 1st Congress (1789-1790) and the Supreme Court justices who were our Founders:

Next up is William Burns, Biden's nominee for CIA Director in 2021. He was unanimously confirmed by the US Senate. Mr. Burns was the CIA DS&T field manager and program executive in charge of illegal bioweapon development and testing from 1982-1996. He served on my LazerSoft cover company Board of Directors with Naval Intelligence/NSA Director Admiral William Studeman (under cover names, of course) after the CIA/NSWC August 1985 double homicide test, while that marriage was being destroyed. Burns was demonstrably both the in-house intelligence community expert on the illegal bioweapon and its chief proliferator on behalf of the US intelligence community. A President can only respond to an attack (real or imagined) for 60 days, defending the nation for a short period of time before Congress must act. So, those are but three high profile examples of unanimous and near unanimous endorsements by Congress - political judgements to reward illegal bioweapon criminal conduct directed at Americans by our military and intelligence operations in secret which violate the US Constitution, federal law, and international treaties. Selection Of Congressional Leadership By Members
Then there is the matter of the judgement of members in selecting their Congressional leadership. The House and Senate elect their leaders without regard to seniority, the traditional way that committee chairs are selected. The matter is entirely in the hands of each chamber - no one else can vote to select these leaders. Two examples of senior political leaders selected by their fellow members in the current 119th Congress (2025-2026) who directly participated in the illegal bioweapon program in my presence in the past are Speaker of the House Mike Johnson and Senate Majority Whip John Barrasso. Congress runs on its committees which develop policy (law) and conduct oversight (at least in theory, that was the Founders' intent when it organized the Congress). Experience tells us that unless the current majority party can drop a bomb on the minority party, or vice versa, these committees often have minimal interest in the subject matter within their jurisdiction when they meet in public. Nonetheless, the illegal bioweapon's development, testing, deployment, and sustaining secrecy of illegal government programs such as this to avoid political embarrassment to the National Political Class, are two of the primary motivators for political and legal behavior across all three branches of our federal government - Congress, Executive, Courts. Fifty Years Of Police Powers Oversight Failures By Congressional Committees
The 1976 Senate Church Committee investigation of the intelligence community established the lawless floor of federal intelligence operations to that point. The Committee documented illegal institutional conduct such as Cointelpro and MKUltra by DOJ, FBI, CIA, DOD, NSA, and NSC from the 1930s, when federal intelligence operations were reinstated after earlier termination due to misconduct, into the 1970s. The House and Senate committees formed in the late 1970s to conduct oversight as a result of that investigation have themselves become sources of long-term perpetuated de facto permission structures for continued lawless conduct. All these Congressional committees’ roles seem banal and ordinary elements of Congress, the policy (law) setting and oversight branch of our three branch system of government. The Senate’s role is constitutionally different from the House of Representatives as Senators confirm all nominations to positions in the Executive branch, including military and civilian political appointments as officers of government.
